Phillip Richard William "Phil" DeVille is a fictional character who appears in the Nickelodeon animated television series Rugrats and its spin-off All Grown Up! as the shows. He is voiced by Kath Soucie and first appeared on in the Rugrats pilot episode "Tommy Pickles and The Great White Thing". Phil last appeared in the All Grown Up! episode "Brothers Grimm".
